At General Technical Services (GTS), our mission is to accelerate the innovation and application of emerging and disruptive technologies for U.S. Government defense agencies.
Our Story
GTS was founded in 1986 by Mike Mirarchi, a retired civil service Division Chief whose groundbreaking work in the laser laboratories at Fort Monmouth, NJ helped lay the foundation for modern defense technology. His goal was for GTS to be a place where technical expertise, integrity, and innovation could come together in service to the nation.
Barbara McGivney joined GTS in 1986 as the company’s first employee and assumed the corporate-facing leadership role within GTS.
After years of helping lead operations alongside Mr. Mirarchi, McGivney was promoted to Chief Operating Officer. In 2012, Mari Kovach, recently retired as Associate Technical Director for the U.S. Army Communications-Electronics Command (CECOM) Research, Development and Engineering Center (RDEC) at Fort Monmouth, joined GTS as Director of Programs to take on an outward-facing leadership role.
Carrying the Legacy Forward
Mike Mirarchi led GTS with dedication until well after his 90th birthday. Believing deeply in the company’s mission and potential for growth, McGivney and Kovach bought the company in 2017 and stepped forward as Co-Chief Executive Officers to carry the company into the future. Since then, they’ve sought to honor Mr. Mirarchi’s legacy and expand GTS’ reach and impact.
For nearly four decades, U.S. federal agencies have relied on GTS because they know we get the work done and we lead with confidence, protecting their mission. We facilitate an environment where innovation can move forward securely and without compromise.

Barbara J. McGiveny
Co-Chief Executive Officer
Barbara has been with GTS since its inception in 1986. She was Chief Operating Officer and responsible for the operations and financial management along with acquiring talent to grow the company. Barbara had responsibility for putting policies and procedures in place for GTS ensuring compliant contract execution. Now as Co-CEO Barbara shares overall P&L responsibility and focuses on corporate facing operations and financials with metrics of planned verses actual performance, continuous improvement of indirect budget performance operating standards. Prior to joining GTS, Barbara led contract administration at Systematics General Corporation.

Mari C. Kovach
Co-Chief Executive Officer
Mari has been with GTS since 2011. She joined as Director of Program Management, and was primarily responsible for program execution, delivery and quality. Now as Co-CEO she shares overall P&L responsibility and focuses on client facing delivery as well as setting the strategy and direction of defining the path for growth and continuous quality improvement. Mari holds a B.S. and M.S. in Electronic Engineering from Monmouth University. Prior to joining GTS, Mari held various Engineering and Management positions at the Communications-Electronics Research and Development Center, Fort Monmouth, New Jersey retiring from the Headquarters as the Associate Director for Technology and Strategic Planning.

Kurt Kovach
President
Kurt has over 35 years of experience in the research, development, engineering, deployment, and sustainment of Defense and National Security systems. He holds a B.S. in Electronic Engineering from Monmouth University and an M.S. in Technology Management from the Stevens Institute of Technology. He has led major technology transitions into Government and commercial systems, managed large technical organizations with full schedule, performance, and P&L responsibility, and successfully captured more than $2B in Federal contracts. He served 8 years on the Army Science Board. Kurt is an accomplished entrepreneur in high-tech venture start-up and capitalization, published author, and holder of multiple plasma physics patents.

Jamie Lee Haney
Contract Administrator
Jamie is the Contracts Administrator of GTS. Jamie is responsible for administering various Work Order and Task Orders. Jamie has been working as a contracts administrator since 2OO5 and some of the tasks through her career have been managing competitive bidding and selection process for outside vendors, monitoring classified contracts for compliance with company policies, legal requirements, and specifications and advise project managers of contractual obligations. Jamie holds a Masters Certification in Contract Management from Villanova University and Bachelor’s degrees from Penn State University.

Theresa (Terry) Dougherty
Facility Security Officer & HR Administrator
Terry is the GTS Facility Security Officer (FSO). She is responsible for all aspects of physical and personnel security. She is also the GTS Human Resources Administrator. She provides oversight for recruiting, onboarding, benefits and talent management. Terry has been with GTS since 2OO2. Prior to joining GTS, Terry was a Contract Specialist with the US Army Research Laboratory (ARL) and Communications Electronics Command (CECOM) at Ft. Monmouth, NJ where she solicited, negotiated, awarded and administered contracts for the Electronic Technology and Devices Laboratory and various Program Management Offices.
