Who we are
Founded in 1986, General Technical Services L.L.C. (GTS) provides technical, management, and administrative support to US Government agencies, universities, and industry partners. GTS is a Women Owned Small Business (WOSB) located in Wall Township, New Jersey. GTS provides on- and off-site research, development and administrative support to Government agencies and their prime contractors, universities, and the commercial firms since its inception.
The core Scientific and Technical personnel of GTS are former long-term Government and industry employees with distinguished records of accomplishment in laboratory and development activities, contracting (as initiators and evaluators), and management from Team Leader, through Branch Chief, Division Chief, Center Associate Director and Laboratory Director.
GTS Scientists and Engineers have technical competence in specific engineering and scientific disciplines such as advanced RF technologies and sensors, advanced Electro-Optical technologies and sensors, electronic materials and devices, and, power sources. We also provide R&D program management and conference support. Primary clients are the US Army Research Laboratory, the US Army Communication Electronics RD&E Center and the US Army Armaments RD&E Center.

BARBARA J. MCGIVNEY
Co-Chief Executive Officer
Barbara has been with GTS since its inception in 1986. She was primarily responsible for the operations and financial management of the company, along with contract administration. Now as Co-CEO she shares overall P&L responsibility and is responsible for setting culture, values, and operating standards. Prior to joining GTS, Barbara led contract administration at Systematics General Corporation.
MARI C. KOVACH
Co-Chief Executive Officer
Mari has been with GTS since October 2011. As Director of Program Management, she was primarily responsible for program execution, delivery and quality. Now as Co-CEO she shares overall P&L responsibility as well as setting the strategy direction of GTS and defining the path for growth. Prior to joining GTS, Mari held various Engineering and Management positions at the Communications-Electronics Research and Development Center, Fort Monmouth, New Jersey retiring from the Headquarters as the Associate Director for Technology and Strategic Planning.
